EGISZ

Glossary

EGISZ (Unified State Information System in the field of healthcare) is the federal digital infrastructure of the Ministry of Health of the Russian Federation, which unites all medical information systems of the country. It includes registers of medical organizations and specialists, medical records repositories, and analytical services. It is mandatory for all licensed medical organizations.

The RAMD (Register of Electronic Medical Documents) is a subsystem of the EGISZ, which is a federal repository of legally significant medical documents of patients. Strictly structured electronic medical documents (EMS) are transmitted to the RAMD, the format and composition of the fields of which are strictly regulated.

IEMK (Integrated Electronic Medical Record) is a subsystem of the USISZ that aggregates medical information about a patient from various medical organizations into a single card. It is generated automatically based on documents submitted to the RAMD, and is available to authorized medical professionals and the patient himself through Public Services.

The ISU (Main Patient Index) is a subsystem of the EGISZ, which is a federal patient registry. Provides unambiguous identification of the patient in the healthcare system by assigning him a unique identifier that links patient information from different medical organizations. It is used in the formation of the IEMC and the transfer of medical documents to the RAMD - for the correct binding of documents to a specific patient.

The Federal Register of Medical Organizations (FRMO) is a subsystem of the USISZ that contains information about all medical organizations in Russia: their names, addresses, structural divisions, types and conditions of medical care provided. Registration with the FRMO is a mandatory licensing requirement for all medical organizations.

The Federal Register of Medical Workers (FRMR) is a subsystem of the USISZ that contains information about medical and pharmaceutical specialists: qualifications, specialty, place of work, certificates and certificates of accreditation. The clinic is required to register with the FRMR every doctor who conducts an appointment under its license.

Why does the clinic need EGISZ and integration with REMD

Since September 2021 (Government Decree No. 852 dated 06/01/2021), the transfer of data to the EGISZ has become a licensing requirement. This means that without meeting the requirements, the clinic may not renew or retain its medical license.

Obligations of the clinic:

  • Registration in the FRMO (Federal Register of Medical Organizations) is the entry of information about the clinic and its branches.
  • Registration of doctors in the Federal Register of Medical Workers (FRMR) is the entry of data about each specialist.
  • Transfer of medical documents to the REMD - sending the SAMD based on the results of appointments, examinations, hospitalizations, and other medical events.

For violations, fines or suspension of activities for up to 90 days are provided for failure to provide information about the organization and doctors, as well as fines for each episode of non-transmission of other data to the RAMD EGISZ. Compliance with the requirements is monitored by Roszdravnadzor.

In addition to meeting regulatory requirements, integration with the EGISZ through Medflex gives the clinic the technical ability to transfer correctly formed EDMS to the RAMD without having to independently develop and maintain its own channel to the EGISZ subsystems.

Why does the clinic need integration with the IEMK

To edit information about a patient in the event that his data has changed or the patient was initially registered with the ISU with an error in the data (full name, gender, document, or other information). Even if the patient's information is now entered correctly in the medical document, but incorrect data was initially transmitted for the patient, the clinic will receive an error when trying to send the medical document to the RAMD:

The specified value is [Patient's name/Patient's SNILS/The patient's date of birth] [...] does not match the data of the ISU [...]. The patient was found using a local identifier

In this case, it is necessary to send a request for correction of the patient's data to the ISU via the IEMC.
